What coercive control is
Coercive control is not a character flaw, a run of bad luck, or proof of some defect in the people it happens to. It is a method, with parts, and the parts assemble the same way whether the hand running them belongs to one person in a house or to a state with an intelligence service behind it.
That definition, and everything below it, is drawn from The Machinery of Compliance — a free, source-checked book on coercive control by Willow Whitman, published in full on this site with all 642 of its notes.
The method
Coercive control, stripped to its frame
Stripped to its frame, the method is this: cut you off from anyone who could independently confirm what is real; take control of what you are allowed to believe; wear you down until resistance feels pointless; punish you when you step out of line; and build the whole arrangement so that if anyone ever does look, what they see reads as an accident, an illness, your own instability, or a story too far-fetched to take seriously.
From The Short Version. The mechanism is taken apart piece by piece in Chapter One and Chapter Two.
Four scales
The same method, whoever is running it
The book's central claim is that coercive control keeps its shape from the household to the state. What changes climbing between scales is never the method — only the money, manpower and legal cover available to make it deniable.
| The layer | Who runs it | What it has | How it stays deniable |
|---|---|---|---|
| Interpersonal | one person over another | presence, attention, time, a phone | “it’s private” · “she’s unstable” |
| Organizational | a crime network, a cult, a crew | money, muscle, a code of silence | “no body, no case” |
| Institutional | a company, a church, an agency | lawyers, NDAs, PR, settlements | “settled · sealed · no admission” |
| Intelligence-grade | a state | budgets, law, secrecy, tradecraft | “national security” · “state secrets” |
These four are parallel scales, not rungs of a ladder. Nothing climbs from one to the next — a household does not progress into a state. Almost every real situation sits at a single scale: one layer, not the whole stack.
The full map, with where to see each layer in the book, is in Map of the Layers.

Common questions about coercive control
What is coercive control?
Coercive control is not a character flaw, a run of bad luck, or proof of some defect in the people it happens to. It is a method, with parts, and the parts assemble the same way whether the hand running them belongs to one person in a house or to a state with an intelligence service behind it.
Is coercive control a crime?
The recognition, in law, of the pattern itself as a crime rather than its separate acts. The UK's Serious Crime Act 2015, s.76, was the first major common-law statute to criminalise controlling or coercive behaviour as a course of conduct — the point where the law began to catch up to the mechanism.
Does coercive control work the same way at every scale?
The book argues that it does, about shape and never about prevalence. These four are parallel scales, not rungs of a ladder. Nothing climbs from one to the next — a household does not progress into a state. Almost every real situation sits at a single scale: one layer, not the whole stack.
How do I recognise coercive control from the inside?
The book's position is that “do I feel abused?” is the wrong question, because the mechanism is built to be invisible from inside it. Recognition rests on structure instead: whether your information is narrowing, whether your memories are being contested, whether closeness arrived faster than intimacy accrues, and whether your account keeps getting pre-empted.
What this book does not claim — about prevalence, about analogy versus documented link, and about guilt beyond the cited public record — is set out at /legal.

Part I · The Psychology of the Mechanism
- The Machinery of ComplianceCompliance is not a character flaw but a machine with identifiable parts — and the same parts assemble the same way whether the hand on the switch belongs to…
- The EngineThe breaking of a mind is not improvised cruelty but a fixed procedure — eight techniques, written down by the U.S.
- The ReversalThe person who caused the harm takes the victim's chair — deny, attack, reverse — and turns the accusation itself into his proof of injury.
- The Curated MindThe feed is monopolization of perception with no one running it: an engagement algorithm shows each person a private version of reality assembled from her…
- The Trained Nervous SystemCoercion's deepest work happens below belief: through repetition and unpredictable reward, compliance, fear, and self-blame stop being choices and become…
- The Omniscient PocketThe phone in a target's pocket erases the perpetrator's oldest limit — proximity — handing him something close to omniscience with no wound to show for it…
- The Weather of the SelfPlatforms already read and move a person's mood from ordinary behavior — a documented, monetized capability; whether a specific abuser has turned it against…
- The Ledger as CageFinancial coercion is the best-documented mechanism in this book — and almost the only one that reliably leaves a paper trail: a fraudulent account is a…
- How Ordinary People Live With ItOrdinary people cause serious harm without abandoning their morals — a fixed set of maneuvers lets each act be filed as the exception — and the systems…

- The Hand That FeedsWhen the person a target depends on for survival — the medication, the wheelchair, the device that lets them speak — is the same person controlling them, the…
- The Borrowed ThreatThe most efficient lever a controller can hold is one he did not have to build. A threat to make a phone call to immigration is exactly that: the deportation…

Part II · The Digital & Physical Infrastructure of Control
- The Mercenary Market and the Forensic AnswerThe same surveillance capability sells at every price point — millions of dollars aimed at a journalist, thirty dollars a month aimed at a wife — and it is…
- Every Room, Miked and WatchedHidden cameras, microphones, and trackers turn any room a person believes is private into a monitored one — and, unlike digital surveillance, the physical…
- The Profiling EngineTotal control begins with total knowledge: before any campaign runs, it builds a file — and that file has a supply chain that can be traced in both…

Part III · When Harm Becomes Physical, Across All Four Scales
- What Looks Like Ordinary DeclineA perfect poisoning needs no undetectable poison — only one whose effects pass for ordinary illness; what breaks it is never a single death but the pattern…
- The SubtractionThe poisoner adds something; the starver takes something away — and the two arrive at the same destination, a death that reads as nature taking its course.

- Silence Enforced by Law and LeverageA second, more active silencing prevents those who already know from telling — and whether the instrument is a corporate NDA or the Espionage Act, it lands…
- The Bullet and the Frozen AccountWhen law and leverage are not enough, silence escalates to its endpoint: the bullet that eliminates the witness, or — bloodless and requiring no finding of…
Part V · Manufacturing the Narrative, Entrapment & Deception
- The Real Thing, EngineeredThe most durable compromise is neither surveillance nor forgery but a real circumstance engineered on purpose — a real affair, a real induced plot — because…
